The flood is a national calamity so it can be handle by the Federal Emergency Management Agency (FEMA) based on special flood zone decided from the survey. The Flood insurance coverage is offered through the Federal Emergency Management Agency (FEMA) under the agreement of the Federal Government and its National Flood Insurance Program.
The National Flood Insurance Program (NFIP) was set up by the Congress to increasing cost in disaster relief operation for flood-affected people. The FEMA oversees the NFIP (which is a part of DHS). The FEMA is also parallel run the "Write Your Own" (WYO) Program where the private insurance companies get authority to write and service the standard federal flood insurance policy under their own names.
The FAMA gives complete authority to private insurance company to give the facility to the flood zone to provide viable low flood insurance coverage as compared to other policy. There is also some private insurance company who provides cheap insurance to the flood zone communities. There are several factor considered by the insurance company while decide the premium.
